Developer Track Record

Eagle Hills. Abu Dhabi Government-Linked, Mohamed Alabbar's Second Act

Eagle Hills Properties was established in 2014 in Abu Dhabi. The chairman is Mohamed Alabbar. The same individual who built Emaar Properties into one of the most delivered-upon real estate companies in the world, including the Burj Khalifa and Downtown Dubai. That association matters. Eagle Hills is not a new-money speculative developer; it operates with government backing and institutional-grade capital behind it.

The signature brand anchor for Ramhan Island is Bulgari. The Bvlgari Resort and Residences is being delivered as part of the masterplan. The Italian luxury house's first freestanding branded residence address in the UAE outside of Dubai. That is a meaningful addition to the investment case. Bulgari imposes the same quality covenant on the developer that other top-tier operators impose: Ritz-Carlton, Four Seasons, Jumeirah. The brand's presence sets a permanent quality floor for the island, deepens the buyer pool internationally, and sustains a premium on resale relative to non-branded island product. I am treating this as a structural positive, not a marketing headline.

Their primary completed UAE project is Maryam Island in Sharjah. A mixed-use waterfront development that delivered to buyers in Q4 2022 on schedule. That is their clearest domestic delivery reference. It is one project, not ten. I am not pretending the track record is Emaar's. What I can say is that the construction contracts for Phases 2 and 4 of Ramhan Island have been placed with Hassan Allam Construction, a major regional contractor with a substantial GCC and UAE footprint. The build is happening with credible parties in place.

Eagle Hills operates across Bahrain, Jordan, Serbia, Morocco and the UAE simultaneously. The scale of their pipeline is relevant. These are not marginal developers pivoting into real estate. Ramhan Island is the flagship Abu Dhabi project and carries reputational weight accordingly.

The honest assessment: Eagle Hills has the right credentials and backing. Their UAE completion history is limited to one project. Ramhan Island is a significantly more complex undertaking. Particularly with a Bulgari operation embedded in it. I am comfortable with the developer at this stage, but I would not underplay the execution scale involved in delivering a full island masterplan with a top-tier hotel brand.

Comparable Returns

Abu Dhabi Island Real Estate. What the Comparable Addresses Have Done

Ramhan Island does not exist in isolation. There is now a clear and consistent pattern emerging across Abu Dhabi's island addresses, and the direction is unambiguous.

Al Jurf (Imkan), launched in 2021 in the Ghantoot coastal corridor, launched 3BR villas at approximately AED 4–4.5M. Those same units are now trading on resale at AED 6.5–7.5M. A 45–65% appreciation over five years, with handover still ahead for most buyers. Hidd Al Saadiyat recorded a 10% price increase over 12 months to Q1 2026; Saadiyat Island as a whole moved 23% in the same period. These are not fringe numbers. They are consistent with Abu Dhabi's population growth trajectory and the structural undersupply of island freehold product.

Hudayriyat Island recorded AED 11.97 billion in transactions in Q1 2026 alone. The Golf Estates there (Modon) is sold out. Every time a credible island address in Abu Dhabi has come to market at a reasonable entry price, the capital growth argument has validated itself at handover.

Ramhan Island sits below Saadiyat pricing per square metre, on a natural island with less supply than Hudayriyat and without the density of Yas. If Abu Dhabi island real estate continues performing as it has for the past four years, the appreciation thesis here is structurally supported. I am not making a guarantee. I am pointing at what the comparable addresses have actually done.

Yield Projection

Yield Expectations. Secondary to the Capital Thesis

I want to be direct here: Ramhan Island is not a yield product. If you are buying a 4BR villa at AED 8.5–9M to generate rental income, there are more efficient structures in Abu Dhabi for that purpose. This is a capital growth and wealth preservation play on an island address. The yield numbers below are real, but they are not the reason to buy.

Based on comparable island villa leasing activity at Al Jurf and Saadiyat. The closest analogues. Annual rental income for a 4BR island villa of 498–539 SQM sits in the range of AED 380,000–470,000 per year in a functioning rental market. That does not exist yet for Ramhan Island, which is still in delivery. Post-handover, as the community builds critical mass, these numbers are achievable.

  • Unit type: 4BR Spark / Glam villa (498–539 SQM). Purchase price: AED 8.5M (indicative from launch pricing).
  • Estimated annual gross rental: AED 380,000–470,000. Assumption derived from Al Jurf and Saadiyat Island comparables for equivalent island villa product.
  • Gross yield: approximately 5–6% on purchase price, based on comparable island villa leasing at Al Jurf and Saadiyat post-handover. This is a reasonable range once the community reaches rental maturity. Not guaranteed in year one.
  • Service charge: not published by Eagle Hills at time of writing. For comparison, Al Jurf service charges run approximately AED 45–60 per SQM per year. At 500 SQM, that is AED 22,500–30,000 annually.
  • Net yield (estimated): 4.0–5.2% after service charges, before management fees. This assumes no vacancy, which is optimistic in year one post-handover.
  • Yield without stated assumptions is meaningless. These numbers will not materialise unless the island's rental market develops as the community fills. A new island address requires critical mass first.

Capital Appreciation Thesis

The Island Scarcity Argument. Why This Address Cannot Be Replicated

There are fewer than five genuine freehold island addresses available to international buyers in Abu Dhabi. Ramhan Island is one of them. This is not a manufactured scarcity. The island is natural, its perimeter is fixed, and the number of villas that fit within a masterplan of this quality is finite. You cannot build more Ramhan Island the same way you can add towers to Reem.

Abu Dhabi's population grew 7.5% in 2024. The Abu Dhabi Global Market has expanded 43% in registered entities over 12 months, pulling in BlackRock, Goldman Sachs and Brevan Howard. This is not speculative. These are businesses with real headcount who need housing. The residential pipeline in Abu Dhabi remains a fraction of Dubai's at comparable demand growth. Less supply, more demand: the fundamental is intact.

The specific Ramhan Island catalyst is the broader masterplan: marina, hotel, wellness centre, waterfront promenade and hospitality all planned within the island. When these activate. And they will, because Eagle Hills has Abu Dhabi government backing. The island becomes self-contained. An address that does not require the mainland for day-to-day life commands a qualitatively different premium than a mainland community with a waterfront view.

I am also watching the Golden Visa implications. A purchase above AED 2M qualifies for a 10-year Golden Visa. At AED 22.5M entry, every Ramhan buyer qualifies with significant headroom. That broadens the buyer pool at exit: you are not just selling a villa, you are selling a visa-qualifying island address in Abu Dhabi. That matters in a market where the secondary buyer pool is international.

Risks

What I Am Not Ignoring

I do not skip risks. These are the five I would want any client to read before proceeding.

1. Eagle Hills UAE Completion Track Record Is Thin
Maryam Island in Sharjah is their primary delivered UAE reference. Ramhan Island is a materially larger and more technically complex project. Full island infrastructure, multiple villa communities, a marina, hospitality and amenities. The ambition is proven elsewhere; the UAE completion history at this scale is not. Comfort comes from the contractor appointments and government backing, not from a long delivery ledger.
2. Masterplan Dependency: Amenities Are Phased
The investment case references a marina, hotel and wellness centre. These are later phases. Early-phase villa buyers are purchasing into a community that will not be fully operational at handover. The premium the island commands assumes the masterplan completes. If later phases slow down, the lifestyle and capital argument weakens proportionally.
3. Island Infrastructure Is Government-Dependent
Bridges, road connectivity to Abu Dhabi mainland, utilities and transport links to Ramhan Island are not solely within Eagle Hills' control. The timeline for island access infrastructure depends on Abu Dhabi government delivery. Abu Dhabi's track record here is strong. But this is a variable the developer cannot contractually guarantee to buyers.
4. 50% On Handover Is a Large Capital Event
The 50/50 structure means half the purchase price is due on completion. A significant single capital deployment tied to one date. For buyers using mortgage financing, pre-approval must be in place well before handover. For cash buyers, that lump sum needs to be planned as a specific liquidity event rather than a rolling drawdown. If handover is delayed even by six months, capital is idle for longer than modelled.
5. No Established Resale Market
Ramhan Island is a new address with no meaningful secondary transaction history. The exit thesis is based on comparable island addresses outperforming. Not on demonstrated Ramhan Island resales. The first real data on exit liquidity and resale pricing will only emerge 12–18 months post-handover, when early buyers begin transacting. Anyone planning a 3-year exit should hold that risk clearly.
